Fraud Investigation Nets 33 LA Health Care Providers
Federal investigators arrested 33 Los Angeles health care providers and charged them with fraud. According to investigators, those arrested submitted fraudulent bills to insurers for $660 million. That’s an average of $20 million per provider.

The Los Angeles arrests are part of a nationwide sweep of providers suspected of fraudulently billing more than $2 billion. Federal authorities have filed 16 cases against the 33 providers accused in the independent schemes. According to investigators, the providers submitted phony bills for surgeries, drugs, home health care and other services.

In addition, some of the providers participated in schemes involving kickbacks and bribes. Prosecutors also brought nine new charges related to the now-defunct Pacific Hospital in Long Beach. Pacific Hospital owner Michael Drobot ran the largest insurance fraud scheme in California’s history between 2008 and 2013. Investigators estimate that Drobot cost the state hundreds of millions of dollars. The hospital issued most of the $500 million in fraudulent bills to the California Workers’ Compensation System. Authorities estimate the hospital also paid tens of millions of dollars in kickbacks to doctors and clinics for referrals.

Drobot pleaded guilty in 2017 in federal court to conspiracy and paying kickbacks. He also agreed to cooperate with investigators. One of those arrested last month includes the former Chief Financial Officer of the Pacific Hospital management group. He agreed to plead guilty to mischaracterizing kickbacks on the hospital’s corporate tax returns.
