The California State Attorney General’s Office alleges that Cabrera posed as an immigration attorney and charged thousands of dollars to clients seeking immigration relief, despite not being a licensed attorney. According to the affidavits, Cabrera misled clients as to the status of their immigration cases. He filed incomplete or incorrect immigration papers on their behalf, which sometimes led to their deportations, and collected money from clients without rendering the services he promised. In addition, Cabrera failed to register with the State of California as an immigration consultant.
Cabrera is a high profile immigration advocate and has hosted radio programs on Univision Radio, a popular Spanish-language media outlet. He claims to have graduated from the Guayaquil University of Ecuador, but is not licensed to practice law in California, or anywhere else in the United States.
A number of state and federal agencies participated in the investigation, including the California Attorney General’s Office; U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI); the Los Angeles County Department of Consumer and Business Affairs.
